The Golden State is known for celebrities, beaches, wine and high-tech companies. It is a large state with several areas of dense population. Four California cities are among the 20 largest cities in the US, according to 2010 US Census data. Large cities require large municipal governments. 1.  Los Angeles
Los Angeles is the largest city in California and the second largest city in the US. The city's polulation -- about 3.7 million -- makes up about one third of the total population of the Los Angeles-Long Beach-Santa Ana metropolitan statistical area of about 12.8 million. LA is divided into 15 city council districts. The city's mayor, city attorney and city controller are directly elected. The mayor functions as the city's chief executive. Department heads are appointed by the mayor and confirmed by the city council. 


2.  San Diego
San Diego is the second largest city in California and eighth largest city in the US. Like Los Angeles, San Diego operates under a mayor-commission, or strong mayor, form of government. The mayor functions like the city's chief executive while the commission functions as the legislative body. Under California state law local elections are non-partisan; however, local candidates in San Diego often identify their political party affiliation.


3.  San Jose
San Jose is the third largest city in California and 10th largest city in the US. The city is the hub of the Silicon Valley, an area in northern California known for its concentration of technology companies. The city operates under the council-manager form of government. The city manager serves as the chief executive reporting to the city council. The city manager is typically a career public servant under the council-manager system.


4.  San Francisco
San Francisco is the fourth largest city in California and the 13th largest city in the US. The city and county governments of San Francisco. San Francisco is also a major west coast hub of the federal government. It is home to the Ninth Circut Court of Appeals, a Federal Reserve Bank and a branch of the US Mint. 


5.  Fresno
Fresno is the fifth largest city in California. It operates under a modified strong mayor system. The mayor is the city's chief executive but also has a city manager reporting directly to the mayor to help oversee government operations. The city council serves as Fresno's legislative body.


6.  Sacramento
Sacramento is the sixth largest city in California and the state capital. It operates under a weak mayor form of government where the mayor serves as one of nine city council members. The mayor elected at large while the other eight council members in Sacramento are elected from single-member districts. The council serves as both the executive and legislative authority. 


7.  Long Beach
Long Beach is the seventh largest city in California. It is part of the Los Angeles-Long Beach-Santa Ana metropolitan statistical area. In addition to the mayor and city council members, the city attorney, city auditor and city prosecutor are directly elected. The city government in Long Beach employs more than 5,500 people.


8.  Oakland
Oakland is the eighth largest city in California. It is located across San Francisco Bay from San Francisco. Oakland operates under the mayor-council form of government. The city administrator is appointed by the mayor and subject to confirmation by the city council. 


9.  Bakersfield
Bakersfield is the ninth largest city in California. The city operates under the council-manager form of government. The mayor is elected at large, and the council members are elected from single-member wards. The city manager is appointed by the council.


10.  Anaheim
Anaheim is the 10th largest city in California. The city is located about half an hour's drive from downtown Los Angeles. Anaheim employs a council-manager form of government. The mayor presides over the five-member city council but holds no more power than any other member.
