유전자 조작을 반대 하고, 전세계 농민운동을 대표하는
라 비아 캄페시나 ( 프랑스어 http://viacampesina.org/fr/ )는
빌과 멜린다 게이츠 재단 트러스트(the Bill & Melinda Gates Foundation Trust)의 몬산토 Monsanto 기업의 주식 보유를 비난했다.
재단 [the Bill & Melinda Gates Foundation Trust]은 마이크로 소프트 창업자인 윌리암 게이츠에 의해서 94년에 설립되었고, 오늘날 지구적 농업 발전정책에 지배적인 영향력을 행사하고 있다.
재단은 소농과 농부들에게 몬산토의 유전자 조작 종자와 농약 등을 사용할 것을 장려하는 프로젝트에 수억 달러를 쏟아붇고 있다.
8월[몇년도 인지모르나 이 기사 날자는 2010. 09. 16]에,
빌과 멜린다 게이츠 재단 트러스트는 몬산토 기업의 50만 주식 구입을 공개했다.
이는 23백만 이상이 되는 가치이다.
게이츠 재단 the Bill & Melinda Gates Foundation Trust 는 335억 달러 자산을 관리하고 있다.
이는 재단의 박애주의적 활동에 자금줄이 되고 있다. 그리고 이 재단 트러스트에 게이츠 부부가 수탁자로 있다.
비아 캄페시나의 미국 코디네이터인 데나 호프에 따르면, “몬산토 기업 주식의 구입은 바로 기업 종자를 홍보하는 게이츠 재단의 이해가 이윤창출보다 박애적인 활동이 덜하다는 것을 의미하는 것이다.
재단은 몬산토의 새로운 시장을 개척하는 것을 돕고 있다. 몬산토는 이미 세계에서 가장 큰 종자 회사이다.”
2006년 이후, 게이츠 부부 재단은 록펠러 재단과 함께 아프리카 녹색혀명을 위한 연맹(the Alliance for a Green Revolution in Africa, AGRA)을 실현시키기 위해서 협력하고 있다. 록펠러재단은 세계의 가난한 사람들을 위한 유전자 조작 작물을 열렬한 홍보 역할을 하고 있다.
AGRA는 몬산토, 듀퐁, 신헨타가 판매하는 유전자 조작 종자와 화학제에 아프리카 대륙을 개방시키고 있는 중이다.
빌게이츠 재단은 AGRA에 456백만달러를 제공했다. 그리고 이 프로젝트를 위해서 2006년에 25년 동안 몬산토 이사였던 로버트 홀츠를 고용했다. 케냐에서는 AGRA 혜택자의 약 70%가 직접적으로 몬산토와 일하고 있다. 케냐에서는 게이츠 기금의 거의 80%가 유전자 기술(생명공학)을 포함하고 있다.
그리고 기부의 100 백만달러 이상이 몬산토와 관련이 있는 케냐 단체로 사용되었다.
2008년에는 재단의 농업발전기금의 약 30%가 유전자 조작 종자 다양성을 발전시키고 확산시키는 데 사용되었다.
4월에[몇년도 인지모르나 이 기사 날자는 2010. 09. 16] 게이츠 재단과 미국, 캐나다, 스페인, 한국의 재무장관들은 세계농업과 식량안전프로그램(GAFSP) 을 만들기 위하여 880 백만달러의 기금 조성하기로 선언했다.
이것은 빈곤과 기아에 대처하기 위해서 세계은행에 의해서 관리될 것이다. 6월에는 GAFSP는 35백만달러를 아이티에 줄 것이라고 발표했다. 소농이 농업 투자, 기술, 공급망에 접근을 높이기 위한 것이다. 5월에는 몬산토가 475톤의 종자를 아이티에 기부한다고 발표했는데, 이것은 국제발전미국기구(USID)에 의해서 배포되고 있는 것이다. USID의 사무총장인 라지브 샤는 2009년 오바마 행정부에 임명되기 전에 게이츠재단에서 일했었다.
아이티 농민운동단체이며 비아 캄페시나의 카리브지역 코디네이터인 챠바네스는
“게이츠가 몬산토의 종자와 농약을 구매를 촉진하기 위하여 아이티의 농업프로젝트를 위해서 기부를 하고 있는 동안에 게이츠 재단이 몬산토 주식을 구매하기로 결정한 것을 알고는 아이티의 농민조직과 사회운동단체은 놀랐다. 아이티의 농민조직들은 아이티 인구의 80%의 이해에 반하는 이 정책을 반대한다. 그리고 이 정책은 아이티 농업 생산의 기반인 소농 농업에 반(역행)하는 것이다.”
게이츠 재단은 역시 미국무성이 책임지고 있는 미국 정부의 ‘미래 식량 프로그램(Feed the Future) ’에도 기금을 준다. 7월 20일에 하원 위원회의 ‘미래 식량 (Feed the Future) ’에 관한 청문회에서, 몬산토의 부회장인 제랄드 스테이너는 증언했다. “미래 식량 프로그램은 훌륭한 일이다. 특히 다음과 같은 이유 때문이다. 몬산토와 다른 기업이 작동하는 기업 필요성과 ...우리는 세계를 위해서 좋은 일을 하길 원하는 두 가지를 인정하는 프로그램이기 때문이다. ” 스테이너는 아프리카에서 가뭄에 적응할 수 있는 옥수수 개발을 위한 몬산토의 프로젝트를 언급했다. 그리고 게이츠 재단에 의해서 기금을 받고 있다는 것을 언급했다.
호프는 “그렇지만 좋은 의미를 가지려면 재단은 어떤 국가를 위해서도 식량과 농업정책을 목표로 세워서는 안 된다.
민주주의는 각 국가 국민을 위해서 무엇이 최선인지 결정하기 위하여 시민사회가 참여가 필요하고 시민사회에게 충분히 정보가 제공되어야 한다.
주주에게 유리한 것을 하는 것은 이윤을 내기 위하여 지구와 그 생존물의 복지와 건강에 개입하는 것을 최우선적인 동기를 뜻한다.”
아마도 우연이 아니라, 7월에 몬산토의 대표와 회장인 휴 그랜트는 기업 주식의 2백만 어치 구입했다.
그리고 부회장이며 재무담당자인 칼은 약 1.6백만달러의 주식을 구입했다.
“그랜트와 칼은 몬산토 주식을 지난 몇 년 동안 팔아서 이익을 얻었다.”
그런데 게이츠 재단과 그랜트, 칼에 의한 몬산토 주식 구입은 지난주 뉴스를 예측할 수 있었을 것이다. 지난 주에 연구자들이 세계인구의 1/3에 해당하는 밀과 안전한 곡식을 위한 게놈(유전정보)을 발표했었다. “몬산토에게 밀 유전자정보는 잠재적으로 농민에게 더 좋은 밀을 제공하기 위하여 도움이 된다 ”고 몬산토는 말했다. 2008년에 게이츠재단은 코넬 대학에 26.8 백만 달러를 밀 연구를 위해서 제공했다. 그리고 5월에 워싱턴주 대학에 가뭄 적응할 수 있는 유전자 조작 밀 개발을 위해서 1.6백만 달러를 제공했다.
게이츠 재단은 몬산토의 생산품이 가난한 사람들에게 강요되는 것을 계속하고 있다. 유전자 조작 작물과 농약을 생산∙ 소비하면서 생태적, 경제적∙ 물질적 재앙의 상당한 증거가 있음에도 불구하고. 6월에 미국 최고법원은 몬산토 대 기트슨 종자 농장의 사건에 대한 판결을 내렸다. 유전자 조작 농작물에 관한 첫 번째 사례이다. 법원은 유전자조작 작물로부터의 DNA의 전이유전자 이동으로 인해서 비유전자조작 작물이 오염된다는 것을 인정했다. 바람과 벌에 의해서 화분이 퍼져서 생길 수 있다. 그리고 이것은 환경과 농민들에게 해롭고 부담스러운 것이다. 게이츠 재단의 웹사이트는 “AGRA와 그 파트너들은 아프리카 대륙에 100 여가지 이상의 향상된 종자가 풀어졌다” 고 전하고 있다.
비아 캄페시나는 건강한 식량, 기후변화에 대응하고, 토지와 물, 숲를 보존하고, 지역 경제를 활성화하는 최선의 방법은 다음과 같은 정책을 취하는 것이라고 주장한다. 식량주권을 과 소규모 생태적인 농업 체계를- 토종 종자의 다양성을 토대로- 장려하는 정책이다. UN은 세계 식물 종 다양성의 75%가 없어진다. 농민들이 몬산토와 같은 기업에 의해서 제공되는 유전적으로 단일한 변종들을 택하고 토종 종자를 포기하기 때문이다. 유전적 동일성은 농민들이 기후에서 갑작스런 변화와 새로운 병균과 질병의 출현에 취약하게 한다. 반면 다른 작은 기후변화, 토질, 해발에 적응해온 토종과 함께하는 종자 다양성이 기후변화에 적응하는 데 가장 기본적이다. 토종 종자를 보존하고 재배하는 것이 농업의 다양성을 향상시키고 작물의 유전적 가소성 (생산조건의 변화에 빠르게 적응하는 능력 )을 강하게 한다.
비아 캄페시나의 총장인 헨리 사라기는 “비아 캄페시나는 식량정책을 사유화하고 성업화하는 인도주의적 원조의 오용을 비난한다”고 말했다.

G20 Exludes poor countries and pushes business as usual, Small farmers demand system change

LA VIA CAMPESINA PRESS RELEASE
(Seoul, NOV 18, 2010) The G20i just concluded its Summit in Seoul, Korea where they professed to discuss solutions to the global financial crisis. Claiming to be the forum for global economic governance, these 20 countries are making decisions that will affect the whole world, while excluding majority of the countries, which also happen to be the poorest.
The G20’s agenda is driven by corporate capital as evidenced by the G20 Seoul Business Summit where around 120 top global CEO’s met with G20 leaders to discuss corporate priorities. In contrast, civil society and social movement representatives voicing people’s demands and priorities were not allowed into Korea. The Korean government effectively prevented the democratic participation of civil society and social movement representatives from abroad by denying visas and by forcibly deporting others.
Yoon Geum Soon, member of the International Coordination Committee of La Via Campesina adds,
“The Korean government has used the G20 Summit as an excuse to severely restrict democratic rights and carry out a crackdown on migrants, street vendors and homeless people.”
To make matters worse, the G20 is reviving the international institutions like the International Monetary Fund (IMF), World Bank and the World Trade Organization (WTO) that were responsible for the current crisis in the first place. These failed institutions that push for business as usual and further trade, investment and financial liberalization, have been responsible for further impoverishing people the world over and are now being promoted as the solution to the current crisis. The US-Korea FTA, which has been long opposed by social movements not only from both Korea and the US, pushes this same kind of free trade liberalization that is pro business and anti-people.
Small farmer delegates from different countries who are members of the international peasant movement La Via Campesinaii were in Seoul to voice their opposition to this illegitimate and undemocratic Summit and to the free market based solutions that these rich countries are pushing for. A clear example of these free market solutions being pushed by the G20 is the Global Agriculture and Food Security Program (GAFSP), a new program under the auspices of the World Bank, which commodifies our food, land and agriculture. La Via Campesina believes that the GAFSP, the G20’s proposed solution to the food price crisis, will push small farmers to depend on genetically modified seed technology and will make them lose their land to agribusiness under the guise of increased land investment.
La Via Campesina, an international peasant movement which represents two hundred million of small farmers and family farmers in the world, demands an end to these free market solutions, this undemocratic process and a change in the economic model.
“The crisis has proven that the neoliberal model has failed and yet the G20 countries are pushing for the same free market solutions and business as usual. We demand systemic change and a new model that puts people first and promotes food sovereignty” says Henry Saragih, International coordinator of La Via Campesina.
The time is now for people’s alternatives and a new model based on principles of social, economic and climate justice.
