Job Description:
This is a permanent position located in a Board Member’s El Segundo Office.
Occasional travel to Sacramento to attend Board meetings is required.
Under the general direction of the Board Member and with guidance from the Deputy to Board Member, the incumbent works independently and will act as an advisor on legal matters pertaining to the Board of Equalization and serve as a resource for other Tax Counsels and Graduate Legal Assistants and Legal Interns on the Board Member’s staff. Duties include, but are not limited to:
Provide legal advice, counsel, and case analyses for the Board Member and Deputy in carrying out the Board Member's constitutional responsibilities in administering, formulating, and coordinating all tax programs. Comprehensive knowledge of business and property tax laws, regulations and cases, independently analyze and effectively handle the most complex and sensitive matters, and provide to the Board Member well written technical advice and analysis on appeals and court cases regarding sales and use tax, property tax, special tax and franchise and income tax matters.
Complete independent research and written analyses of all statutory and constitutional changes to various tax programs and Board regulations, and prepare detailed briefing papers and specific recommendations for the Board Member prior to public hearings/meetings concerning law changes, work with headquarters staff to prepare Member for meetings and hearings in Sacramento.
Prepare written reports as directed, verbally brief Board Member on various items of interest, serve as a representative of the Board Member at conferences, meetings, and other events where the subject matter is pertinent to Board programs, research and develop outlines for Board Member presentations.
Consult and confer with the legal staff on complex litigation and draft briefing papers for the Member, perform research and provide legal advice to the Board Member concerning the valuation of public utilities and other unique tax matters or issues of concern.

This position utilizes the Attorney III exam.
